 APPEAL
FOR THE OBSERVANCE OF THE OLYMPIC TRUCE
another opportunity to build Peace
As United Nations Secretary General - Kofi Annan - said:

"together, the Olympics and the
United Nations can be a winning team. But the contest", he
added, "will not be won easily. War, intolerance and
deprivation continue to stalk the earth. We must fight back.
Just as athletes strive for world records, so must we strive for
world peace".
He considers it a matter of great significance that the
International Olympic Committee revived the ancient Greek
tradition of the Olympic Truce, calling for all hostilities to
cease during the Games. The Secretary-General joins the United
Nations General Assembly "in urging all those at war to
observe the Olympic Truce. This may sound unrealistic", he
said, "but as any athlete will tell you, nothing happens
without a dream"...

Considering the 1993 A/RES/48/11 resolution of the General Assembly of the United Nations regarding the observance of the Olympic Truce during the winter and summer Olympic Games;

Considering the 1997 A/RES/52/21 resolution of the General Assembly of the United Nations regarding the observance of the Olympic Truce during the Olympic Winter Games of Nagano 1998;

Considering the 1999 A/RES/54/34 resolution of the General Assembly of the United Nations regarding the observance of the Olympic Truce during the Olympic Games of Sydney 2000, supported by 180 members over 189; ;

Considering the 2001 A/RES/56/75 resolution of the General Assembly of the United Nations regarding the observance of the Olympic Truce during the winter Olympic Games of Salt Lake City 2002, supported by 166 members over 189;;

Considering Olympic Movement Agenda 21 (12th June 1999) which encourages the members to play an active role in sustainable development processes;

Considering the IOC (International Olympic Committee) and IPC (International Paralympic Committee) Cooperation Agreement signed in Sydney on 20th October 2000;
Demand
-
the change of article 1 of the Olympic Charter, including the war repudiation as a resolution of international
disputes and recognizes peace
as a fundamental right of people;

all the Nations of the Candidate Cities not to be involved in any war during the period from the candidacy to the end of the Games;
-
the suspension of military actions during the winter and summer Olympic and Paralympic Games, under the pain of the exclusion from the games;
-
the subscription and observance, by all Candidate Nations, of main International Treaties concerning Peace, Human Rights and environment; and the refuse of death penalty;
-
the support of the participation of all "Peoples" in the Games and the promotion of the rights of self-determination and citizenship;
-
the Games to be declared Human Property by UNESCO;
-
the extension of the Olympic Truce to the period of the Paralympic Games, in future UN resolutions;
-
the building of a specific Olympic Truce International Agency, composed by young man and women (16 - 26 years old) - Olympic Ambassadors - helped by an Ethical Committee (Peace Noble Prizes, Olympic champions, social movements representatives and personalities with a great experience in the promotion of Peace and Non-violence). The Agency will control and valuate the respect of the Olympic Social Plan which all the candidate cities will have to present. The social plan will include the policies that the host Nations will mean to do in favour of poor Countries, environment, youth, women and minorities;

the applications, by all candidate cities, of a public education program, with the task of developing the Peace processes involved in this new vision of the Olympic Truce;
-
the realisation of an Ethical Charter, binding all the sponsors to assume an ethical behaviour and to promote actions in favour of human rights.
